No way, you're exceeding the voltage rating of the insulation by a long way.
Take a tree branch and get it close to the top of the coil at night and see
what happens. Good ways of seeing really how strong the RF field is, is by
taking a florescent stick and hold it in your hand and walk up near that
antenna at night. It will light if the antenna is tuned properly. Build a
nice plastic house for the coil and while your at it, install a small heater
in side it to lessen the humidity as it will help the tuning stay put when
it is raining outside. The European guys are experimenting with heaters and
found they do indeed help a lot.

RF burns hurt like a bugger. I don't know what it would do to a little
person or pet. My coil is out of reach of the kids and pets, but I still
shut down when they are out back playing. My backyard is all fenced off with
6' fence and locked at all times.

I know that to do as you suggest would be good and safe.  But is it
necessary to go that far?  Wouldn't insulating exposed connections be
enough?
