How do the antenna currents compare when they are driven with 1W signals? 
Another thing to consider is the current distribution in the vertical 
portion. The higher the capacity of the horizontal portion of the antenna 
the higher the 'effective current' (in other words: the  the current taper 
toward the top of the vertical section becomes less as the top capacity is 
increased).
