When I get some time I will give it a look.

Actual signal level is only part of the issue. Noise level is the other part
and the two are probably independant of each other much of the time. In
predicting favorable conditions I would think one would want to log the level
of WWVB and the level of the background band noise on a quiet nearby
frequency. This, assuming that you're noise floor is not manmade noise
limited! The WWVB signal strength would indicate enhanced/depressed signal
conditions and the noise floor measurement would indicate noise conditions.
If these measurements were made with a dedicated antenna setup and selective
level voltmeters the received levels in dBm or dBv could be observed and
charted over time. Might make an interesting experiment.
