There should be a difference between 60Hz and 136kHz when it comes to AC
breakdown of the wire. Might be a good idea to set up a resonant circuit to
generate the test voltage and see if the wire holds up. Wouldn't need to
have much current available for the test.

The capacitor should be tested at 136k, as well, with the expected current
and voltages applied. Looks like a pretty good approach for a low cost
tuning cap. Show us the pictures!
