If I may, for an understanding ...
John, although Vern isn't specific about time between the changes, can
we assume it was short? If that's true, then the issue may only lie with
the changed nature of that loop, ie, 13-turns (no sig) vs. 7-turns
(sig). Unknown is how the loops were tuned, if at all. An interesting
problem that should have a simple answer.
I'd like to know if other sigs. (NDBs) were tested with BOTH loops. How
was that?

Is the loop tuned? Is there a preamp at the loop? How is the loop
connected?

The signals are there. But WA, VD and NC are at a considerable distance
from
you. If WE is operating, he would be closer (though his xmit loop
orientation may be an issue). Conditions were not good earlier this
week,
and that may be part of the issue.
