[Lowfer] U.S. 136 kHz One Step Closer!!!!

I'd like to see lowfers take steps to insure that we are among the first
on the new band, including pre-arranging skeds with each other.
In my case, I'm certain that the addition of a new loading coil should
allow operation on these frequencies (though I'm not certain if the
"All in One" transmitter can be easily modified for use).
Also, I'd like to begin the discussions within the amateur community
on the unique use of this band in emergency communications. Stations
operating 100 watt stations in PSK31 mode would be able to provide
24 hour groundwave coverage out to around 300 miles, regardless of
propagation.
This is exactly why the military has always found a use for LF in
delivering it's most critical communications. With only a hundred or
so amateur stations, it would be possible to build a very reliable
emergency network that would not be dependent on band conditions
to aid authorities.
Is there anyone connected with the ARRL who could open up these types
of discussions?
