You'll have to install an elevation rotator up there so you can point it
down at them. Try 1296mc with a KW. That might be a bit dangerous though.

Beams tend to radiate poorly towards the ground.  I have almost no
neighborhood interference when I use my beam @ 63 feet, moderate
interference when using my trap dipole @ 50 feet, and severe
interference when using a vertical antenna. YMMV.
