[Lowfer] NC 177.700 PSK31 tonight

I think I finally have a properly modulated PSK31 signal transmitting on
177.700 khz.  I still don't see a proper vector display while receiving
my own signal when transmitting PSK2 or PSK8 for some reason.  The PSK31
vector looks good and I get perfect decode with DigiPan or Spectrum
Lab.  I know that is is unlikely for a 1 watt Lowfer signal to be copied
at any distance in this mode but it's there for the challenge.  I will
keep the TX buffer loaded until at least midnight EST.
