[Lowfer] WC2XSR/13 back on the air w/rebuilt antenna

This evening, just before sundown, I climbed the tower and roof to
install four new just-made-last-night PVC insulators with anti-corona
rings and stainless steel hardware on the LF antenna system.  We'll see
if these hold up!

WC2XSR/13 is back on the air this evening as of 0215, running 400 watts
with QRSS3 and 10 WPM CW ID in a 10-1/2 minute loop which says: "XSR XSR
XSR XSR XSR XSR" in QRSS3 mode, then it plays a CW ID at 10 WPM which
says: "DE WC2XSR/13 DE WC2XSR/13 QSL VIA W5JGV."
