[Lowfer] First LowFER receptions of Jason mode

The first two receptions of NC transmitting in Jason mode came so close
to the same time we'll have to call it a tie.  Both Lloyd Chastant and
Larry Putman were sending me screen shots of their copy as the message
progressed.
