It's not clear where there would be a need for as much confidentiality as
has already been the case, since the stated objectives seem rather open and
straightforward. The names of the participants, at least, are a matter of
public record and are available by searching the FCC database. They will
also be available from a link in the story about this project on the
lwca.org home page.
The license specifies very precisely each of the stations allowed to
participate, so I'm not at all clear how they could open this up to other
participants except as monitoring stations or some such. In fact, because
the license does list everyone, let me just go ahead and post this link to
the most recent license grant right now:
