[Lowfer] new CW sending program

With apologies to Lyle K0LR, I modified his BASIC CW message program to
better suit my needs. I changed it so you can have a separate message and
separate ID at different speeds. You don't have to have a ID if you don't
want. Those are the main functional changes (there are some others).
You can get it at www.aurora.edu/~broehrig/K0LR2.BAS (note upper case
filename).
