You must be talking about some mighty big top hats! The capacitance of
a 50' TV mast seems to be about 150 pf, and a cylinderical top had
having an equal capacitance would have to be 15 feet in diameter. To
make the mast capacitance "much smaller than the pole capacitance" would
take a much larger one. Maybe I haven't been looking at the various
station pictures with a critical enough eye. Of course, if you string
up a long flat top, as some west coast stations have been known to do in
the past, the situation becomes different.
