As far as I know the Part 15 regulation has always been "15M total length
including ground". I interpret "length" to be the 'geometric length' of the
antenna so the antenna could be a 15M x 15M sheet of copper and be
compliant. The 15M x 15M loop simply cuts away the center portion (BTW 15m =
~49.12ft). I think the FCC had the excellent foresight of not being overly
wordy in defining this requirement in order to eliminate 100s of hours
haggling over the exact way to cover all antenna types. Looking back, it
appears this specification has done it's job. With the incredibly small
radiation resistance of the loop, or any other antenna having a maximum
geometric length of 15M, there is minimal chance the 15M vertical can be
outdone if the vertical is located in a completely open area. And limiting
the radiation to a reference antenna (the vertical) is, of course, what this
regulation is all about.
