[LOGic] update fix

Well, tonight for the first time I've been having problems uploading (or 
downloading) from LOTW.  Eqsl still works FB, if very slowly as usual.  
I get an error message when LOGic tries to logon to the LOTW site for 
uploading.  It says simply "Login failed."  IE then says it has a 
connection problem, but other sites can be reached so it's not an 
internet problem on this end.  When I try to download from LOTW I get a 
similar, if not exactly the same, message. I'll try again tomorrow to 
see if this might just be a problem with system maintenance being 
performed at this time on the ARRL site.
