France has just about no consistency how it assigns prefixes to its 
territories. Any time I see TOxxxxx LOGIC and I will probably get faked out. 
You pretty much have to go to QRZ or whatever, find out where that operation 
really is, and modify the PREFIX TABLE to properly identify the 
call/location.

This contest weekend, TO7RJ (Mayotte...RARE) is operating, as is TO7A 
(Martinique...NOT RARE)...how's a guy to know?!?
