[LOGic] Update Awards Progress Info Reconcile Rejects

I looked into this at one point and as far as I can see there are 
spelling errors in the county list... however some counties are not even 
consistent spelling their own name! The main problems are 2 word 
counties like "Miami Dade" or "Miami-Dade" or sometimes just "Dade".

Also the Saints are a problems, especially the female ones as sometimes 
it is incorrectly abbreviated as St. instead of Ste.

I use three loggers and they are all inconsistent. I'm not sure if 
ADIF.ORG has come out with a definitive list yet.
