[LOGic] Update Awards Progress Info Reconcile Rejects

The error "AK, ANCHORAGE not in the CNTY list" is caused by LogIC not
recognizing anchorage as a county in Alaska. There are only 4 choices for a
county in Alaska and they are District 1 through 4. Once you figure out
which district the city you worked is in change the county field to that
district and do a "update awards progress info" the error will disappear.
There are also some issues with other states in the US that LogIC doesn't
recognize the county info given by the FCC data base or QRZ. They will also
create an error. Some research on counties will clear that up as well.

When I run the Update Awards, I get some errors on the "Reconcile Rejects"
tab that are all similar to "AK, ANCHORAGE not in the CNTY list."

How do I "fix" these errors?
