[LOGic] Serbia #296 formor YU

In my table I have YU for Yugozlavea, it just came in that ARRL in 
the wisdom change # 296 to Serbia.  It's not the first time for me to 
be confuse, can someone please explane what is going on.  Does this 
mean another for Logic?
