[LOGic] Default Signal Reports

After owning it since it was initially released, I finally got 
converted to Logic8 from Logic7.

The only thing I still don't have working correctly is the default 
RST Sent and RST Rcvd.  Either that didn't port over from Logic7 
correctly, or I buggered it up somewhere.

I typically go for 59 or 599 depending on mode, but I can't figure 
out where that is set up.
