[Logic] PA QSO Party

This is my first time using Logic for the PA QSO Party. When I select "Contest log form" and select the pa qso party (instate), there is one item I don't understand under the description. The statement is as follows "Go to tools/setup/list of valid values. Click the GET button to display any PA county. Click the MAKE STATE QSO PARTY COUNTY LIST button." When I click the get button (which I assume to be the binoculars) I get a box that says List--Get which says field name, value, description (all blank). How does the part of click the GET button to display any PA county come in to play from this point? What do I fill in the field name, value and description lines? Either I'm a little slow or the directions could be written more clearly. Thanks for any help.
