Hi Mel,

Thank you for clarifying.  I'm starting to understand that the
confusion lies in the difference between "provinces" versus
"sections."  Until the league makes further changes in their section
list, I'm going to follow your approach and standardize my VE PROV
values and ARRL SECT values with what you have written below.
