[Logic] List of Valid Values & Prefix Table & ARRL/RAC

Hope all had a Merry Christmas and a Happy Year !!

Finally having some time off, I got around to updating the Prefix Table and
List of Valid Values for last years county updates (new Broomfield county in
CO, Miami-Dade name change), ARRL/RAC section changes, and a couple
countries needing minor updates.

Regarding the ARRL/RAC section change of NWT to NT.  If I have this correct,
the NT change is really relating to multipliers and any contest with an
exchange of ARRL Section, and so the ARRL SECT list of valid values changes
from NWT to NT.

The addition of Nunavut (YV0) as a territory gets added to the VE PROVINCE
list of valid values.

The PREFIX TABLE gets updated as well to reflect the correct VE PROVINCE (10
provinces and 3 territories, check yours, I had 14, and several were
incorrect).

The RAC also shows a change in the abbreviation of NWT to NT although still
calling it the Northwest Territories.  Now, the ARRL bulletin stated that
awards for ARRL-sponsored contests (where ARRL Section is the exchange) that
NT includes VE8 (northwest territories) VY1 (Yukon) and VY0 (Nunavut).
Then, for contests using geopolitical entities, the abbreviation becomes NWT
(VE8), and does not include VY1 nor VY0................now the question,
does the contest logform handle the abbreviation change, if not how does one
get NWT as the logged abbreviation if its no longer an "official"
abbreviation ??
