[Logic] LoTW Qsl updates

Hi Lionel -- so far nothing at all on this subject from Dennis but I 
imagine he is working on it.

There are certainly a lot of different factors to consider. I do not 
want to download every matching qsl from LoTW because most of them so 
far have already been confirmed by a card and accredited by ARRL.

I am interested in any new band or mode entities. Others are interested 
in WAS, WAZ etc. so each person has a different set of needs. The main 
criteria is to get them in the log as counters and have them show on any 
report as a confirmation. However, it is necessary to distinguish them 
from a qso that has been confirmed by a card so we don't go looking 
through our files for a card that is not there.

I guess the bottom line is that we have to be able to track qsos that 
have been confirmed via card, LoTW, or both and keep a record of each 
one that counts toward the award you are interested in obtaining. It 
will be interesting to see what Dennis implements.
