[Logic] "Ignore" flag

Great Ceasar's Ghost !  I've been doing this for over 30 years, and I 
was lead to believe that your own country does not count as DX and 
therefore for DXCC credit.  I'll definitely submit an arkansas card ... 
along with my Bahrain card !!!
