Dennis: I can confirm to you there's not too much overhead calling the 
Win32 API functions that check the system time and/or the TimeZone 
settings/changes.

Under Visual Basic 6, and with a timer set to 1000 milliseconds, there were 
no delays at all with an application I wrote some time ago using a Pentium 
Pro at 200 MHz... and the app filled two datagrids with different ADO 
connections, had two Telnet connections, and some other goodies...

Not trying to push, just telling my own experience programming something 
like that!
