[Logic] Changing the Time

Some time ago Dennis addressed this issue and explained the rational.  I
don't recall his reasoning.
This is a very minor issue that needs to be addressed only twice a year.
I'm in the habit of "eyeballing" the station clocks every time I get on the
air and do not find this to be a problem.
I'm sure there are more substantive issues that Dennis can spent his time
on.
