[Logic] County list question. Attribute of ALWAYS on TOP for certain windows question

Is a list of counties available for Logic? I did a search at the site and
did not find one.
I have the latest Logic 5 maintenance update.

Is it possible to stop the radio control window form being ALWAYS on TOP?
I find that always on top for ANY window in ANY program is FAR more likely
to be bad that to be good. At the very lest it should be optional.

When I search for counties the window is UNDER the RADIO control unless I
move the radio control.

In my opinion NO window that is the ACTIVE window with FOCUS should EVER be
covered.

I assume there is a way and I am just missing it?
