[Logic] Edit WebCuster Spotting window

OK Chris, I found the drop down menus for both TelNet and DX Cluster. The 
items on the Web Cluster Spotting List are current  with LOGic version 
5.3.128. There are 2 files DXSummit_Menu.CDX and DXSummit_Menu.dbf both are 
in the main Logic folder.

I found the files for TelNet in the main Logic folder. There really are 2 
files 
telnet_menu.CDX and
TELNET_MENU.DBF

I am not sure how to alter these files, but will try to find out.
