[LeArc] Drill Postponed for Augusta

The weather prediction for low wind chills on Saturday has prompted the planning
committee to reschedule the Augusta disaster training drill for Saturday, March 22.  Check in will now
be 9am and the drill begins at 10am.  If anything changes I will advise.
