[LeArc] Carthage, IL Amateur Repeater

I believe Decatur, Il has the same frequency and PL when they come back up.
Their repeater was an old one on 147.100 and they are being forced to
conform with the new band plan.

I recently received notification from the BBARC in Carthage, IL that their
repeater has been placed back on the air in a new location, with partial
courtesy to the Carthage FD for assisting with that project.

For those who are not familiar with this repeater, it continues to remain on
147.105+ MHz with a 103.5 PL.  It appears that the repeater has better range
than it did prior to being taken down for repairs.
