[LeArc] update list of people for access to Lincoln Hall

As Jay Mentioned we need to get a list of any individuals who may need access to the repeater at a given time. 

I will not be able to attend the Christmas meeting due to a choir concert, unless I could finish early. So my opinion is.. I think Club Officials should have access should the need arise, plus our Repeater Trustees (Mark and Rich). 

Also, when the list is finalized please get me a copy of it for record keeping. Thanks
