[LeArc] Why send WQAD thing when it's same as weather bureau warning from ESDA?

Which weather messages are sent can be controlled by changing some settings
on the ESDA computer. But, the system cannot separate the messages by
severity, only by headers. So the message that today forecasts clear and
sunny has the same header as the one that warns of possible severe weather
tomorrow. Better to get some extra messages saying the weather is nice than
to miss one saying the opposite.
As far as getting eight messages with old information. The computer in the
radar room crashed sometime last week. When I called the ESDA office and
asked for it to be rebooted, there apparently were some old messages backed
up on the system. It appears they all ended up going out when the system
restarted. Things like this should not happen often.
