[LeArc] Emergency calls on 06 repeater.

On the 444.3 repeater, I have found you DO NOT have to dial a 7 first to call a
Macomb number. I believe you do have to dial the full 7 digit phone number to
call either a campus or off campus number. Someone can try my theory to make
sure it is correct.
