[LeArc] Emergency calls on 06 repeater.

I have changed the emergency call function on the repeater to 911.
Pressing 911 on your DTMF pad will now dial the McDonough County 911
Dispatch Center.

Also, I have changed the functions to bring up the autopatch, and take
it back down, to be the same as the 440 machine.  Having them both work
the same should make it easier to remember how to use them.

To bring up the autopatch and dial a number on either the 147.060 or
444.300 repeater send a 7 followed by the number you with to dial.

Example

78330000 will dial the phone number 833-0000.

When you have finished you call, press the # (pound) key.  This will end
the call on either repeater.
