[Laser] FBI announces new $10K Reward for info leading to arrest of LASER pointer misusers

Seems logical to me when someone is in distress and in need of emergency assistance the time the laser is flashing an overflying aircraft would be much longer and frequent than one briefly flashing an aircraft. Much like someone on the side of the road in need of assistance flagging down passing vehicles instead of just waving.
