  I moved the glass lens of the IR illuminator until it approximately 
filled a ~12"-diameter plastic Fresnel when placed at the Fresnel FL, 
~16".  This produced an ~8"-diameter image of the four IR LEDs on a 
~20-feet-distant wall, far enough to be close to infinite focus.  In 
daytime room light, I could see the image with a conventional CMOS 
imager (a Nikon 950) that still has its IR-block filter in place, so 
there is apparently plenty of light.  Still, it presents an unimpressive 
photo, but I'll take a shot once it's darkened here, later.

Off hand, this combination might satisfy Chris, apparently producing a 
pseudo-collimated LED-produced IR beam of useful intensity.
