[Laser] laser progress

Hi all, I have now added a cw function to the tvcr, and re-tweaked the s meter 
and added a push button for tone carrier. As the weather has been lousy for a 
couple of weeks now, I have not gone out testing. Hopefully someone else close 
by, will pop up with a laser tvcr with whom I can test. 

I now have two fresnel lenses thanks to someone in the US. and am building up a 
suitable housing.  More on that later..
