The North American Power Grid consist of four grid interconnects:
Eastern
Western
Texas
Quebec
Each grid is composed of 10 Regional Reliability Councils, they all
report to the North American Electric Reliability Council or NERC.
All are interconnected and indeed ship power back and forth as
needed across the whole grid. I believe we even have interconnects
with Mexico now, though I am not sure on this one.
I did work with utilities back a few years ago and those that I worked
with were disciplined by NBS time, and indeed they were moving to
time disciplining using GPS as the common time source. Some had
WWVB receivers for time discipline, but I believe that most if not all
have moved to GPS as the time base, just like the telecomms
people. Every cell site has a GPS receiver for time discipline, as do
most if not all major data switching centers.
