Kerry  your LUXEON beacon is a very good idea.
Remember your 700 Hz modulation give  typically -12 dB less gain than the 60 
Hz or 120 Hz city lamps effect  because the ULF K3PGP receiver response.
To avoid saturation and improve the  S/N you could use the JASON (I2PHD) 
FFTDSP program at 75 Hz and at normal speed  (three characters / minutes) to 
modulate your beacon.
75 Hz is again in the  good gain area so a simple level adjustment at the RX 
input audio card avoids  all the saturation effects.  
Everybody could receive your beacon  messages in character mode on a simple 
PC.
The -35 dB under noise JASON  capability allows “cloud bounce” and ultimate 
low signal links.
