The direct solution could come from  "side emitting Luxeon" diodes.
These power LED give directly a horizontal  narrow beam without additional 
optics.
There are fitted with a conical optic  like the one described at:

Several  diodes should be mount on a short vertical heat sink pile.
Seen from far, the  diodes add their power and could be seen like a unique 
light  source.
Cylindrical mirrors could be expensive and these diodes are now  rather cheap.
