We have laws like that, and they are useless. If the fake grass reflects only
5%, it still far exceeds any fluorescent fixture. (5% of 200 KW is 10 KW,
compared to 80 watts... ignoring luminous efficiency)  If I go away a few blocks
on a humid night there is an illuminated glow over the area. I'd fight the law,
pro se, an make the authority prove their case.
