[Laser] Stepper motor control of laser communication unit

Both the manual and stepper operated micrometer units we have been using 
have 1/2" travel. This is more than enough  for our laser communicators but 
not even by a factor of two. I'd say it's a comfortable range.  It all 
depends on how well the scope and laser optics are aligned prior to 
searching to hit the target.  If everything has been very carefully 
realigned on an object maybe 1/4 mile or more away, then maybe the travel 
can be cut to 1/8" or less.
