I think it was brought up before, but how about
telescope GOTO mounts. I don't know the exact pointing
requirements here, but for star pointing I believe
they are accurate in the arc-second range with good
repeatability.

I picked up a 60mm refractor at a surplus store with
software included at a very reasonable price. The
tracking used for celestial object tracking which
compensates for earth rotation, could be disabled and
makes it usable in terrestrial pointing.

Alt-az mounts are preferred in this app., equatorial
mounts preferred for deepsky astrophotography and
polar tracking, to eliminate field rotation.
