Yes, good advice. You can also use a darker reflector (50%, 10%, 1% etc) in
testing reciever sensitivity at shorter distances. A dark fabric has low
reflectivity, whereas a "shiny" smooth black surface (like a polished
automobile) will have a spectal reflection.
If you have a compute, then you can run the reciever output into the sound
card to measure the strength of your signal.

If you can see the lasers then the problem is an insensitive receiver or
inability to point the RX in the right direction. With 2 hours of effort you
were
probably looking in the right place, so my guess is the RX.

To simulate the long distances I aim my laser at a white surface about 400m
away. The return signal I get from that is about the same level as a signal
travelling 25km in free space.  Over 2miles was the laser the brightest
object on
the horizon? or could your receiver have saturated with other brighter
sources?
