If you can see the lasers then the problem is an insensitive receiver or
inability to point the RX in the right direction. With 2 hours of effort you were
probably looking in the right place, so my guess is the RX.
To simulate the long distances I aim my laser at a white surface about 400m
away. The return signal I get from that is about the same level as a signal
travelling 25km in free space. Over 2miles was the laser the brightest object on
the horizon? or could your receiver have saturated with other brighter
sources?
