[KYHAM] "Bills" in the house and 2m band

                 I suspect there is nothing to it. The FCC does not operate 
this way. It is extremely unusual for a Bill or law be made to change the 
FCC rules.  The only time I remember any law forcing a FCC rule change was 
due to the Janet Jackson incident. And that was to increase 
fines.  Businesses need less VHF spectra due to the proliferation of Cell 
Phones.
