So true, HOWEVER...
 
 
40M and 80M may not be receiving interference at the emergency location,  but 
what about the distant responding locations?  Maryland hams in areas  with 
BPL may never hear, say, Florida hams (maybe operating lower power due to  power 
supply restrictions) who are in the hurricane area.
