Greeting Ron, Jim and all,

I am very sure that the ARRL letter statement quoted concerning intellectual
property of ARRL is correct and exists for practical reasons.  Some years
ago, a county in Michigan formed an AREC (now ARES) club to maintain a
repeater and charged dues to be a member of the AREC.  Then Director Len
Nathanson W8RC an attorney put a stop to it.  Here was a case of operating
outside of the established guidelines.  The issue of maintaining records and
turning them over to your successor is a serious requirement and moral
responsibility.  Likewise, the intellectual property of a served agency is
to be respected.
