The ARRL does do over-the-air CW qualifying runs:

http://www.arrl.org/w1aw.html#w1awsked

Underline one minute of the highest speed you copied,=20
certify that your copy was made without aid, and send it=20
to ARRL for grading. Please include your name, call sign=20
     (if any) and complete mailing address. Send a 9 =C3=97 12 inch=20
     self-addresssed, stamped envelope (SASE) for a certificate,=20
or a business-size SASE for an endorsement.

While not legally valid for anything, they do show that you
have achived CW proficiency for bragging rights

P.S. My best was a 20 words per minute qualifying run.

Subject: [KYHAM] honorary license

Greetings,

I am a new General class license holder that would have gotten the old one =
if I would have been able to practice regularly. Therefore, I don't think =
that I my opinion really matters as I waited until they dropped the 13 wpm =
so I may have done the same for the 5 wpm if dropping the code requirment w=
ould have been "soon".

I would like to see some VEC or other group administer the code exams and i=
ssue a ticket that says Old General or Old Extra or something. Would this =
be something that current VECs would be able to do? This way those of us w=
ho do like the code could feel some accomplishment.

73,

Leonard N9URK
